Since 2007, the Workforce Development Agency of the Ministry of Labor has actively promoted the Training Quality System (TTQS) to enhance the training quality of enterprises and training institutions. In recent years, in response to international trends in human resource development, the system was officially renamed the Talent Development Quality Management System (TTQS) in 2014, expanding its focus from training process quality to the promotion of talent development and investment, and gradually establishing a systematic talent development framework.
